I evaluated the 'special cases' of pop albums where the difference between the loudest and softest track was 7 to 10 LU...

The majority of pop albums will stay above -20 LUFS for the softest track if the loudest track is at -14 LUFS.

Seems wise to me. For the same reason I think it is wise to recommend -20 or -21 LUFS for the loudest track in cases where one needs to align with broadcasts at -23 LUFS.
