The bigger picture here is that there is no comprehensive consensus on
target loudness. Eelco's recent research indicates -14 LUFS can work. Bob's
AES report recommends -16 to -20 LUFS. The EBU and ATSC recommend -23 and
-24 LUFS respectively.
We're not going to be able to agree on a compromise target here. We may
even be able to agree that a compromise is not a good solution. We may be
able to reach specific agreements for specific applications but defining
what constitutes an application and dealing with overlaps between
applications is going to be difficult.
I will continue to stress that we need solutions like Norm-L that let the
listener select the target level and thus bypass the whole issue of target
level selection.
