[MLA] Our Change.org petition

The subcommittee of three has completed our draft of a petition for 
change.org. We've worked long and hard to make the language attractive 
to all who may read this doc.

Attached is a PDF. Please approve! Or suggest small and only cogent 
changes. Please do not distribute at this time. For the moment this 
petition is only being seen within our small group. Ian, Eelco and I 
will happily take care of the next steps required to get this petition 
published and certainly get the MLA involved in marketing and promoting 
this petition!
