<p>Even if a master is softer than the highest target it could
benefit from attenuation to avoid codec clipping. If attenuation
to avoid codec clipping is their motivation then they could
measure the max true peak level and decide to attenuate based on
that criterion.</p>

prenormalize any piece to any target. They didn't get
