[MLA] What would Spotify do

Hi guys. If given a file that’s -16.4 lufs with 0.0 dBTP would they turn it down a dB and call it a day? Or would they try upward norm towards -14 with peak limiting? 

I know  that Apple’s current practice would drop it to -17.4 with -1 dBTP.
