[MLA] Christmas present for the music world

I like this. I tried to vote for it. I guess I waited too long.
The proposal is essentially to create a mechanism to give tips to artists.
We're big on tipping here in the US or at least big on not paying people
well and assuming they'll make up for it in tips. As you might imagine,
this is not always a fair system and has some unexpected consequences.
