Yes, if getting normalization on by default in iPhone requires raising the
target level 2.5 dB, that would be a clear net win.
If we can achieve our primary objective and get normalization on by
default, the next improvement could be eliminating target levels (user
controlled target with NORM-L). Buddy told us that iOS now has a
floating-point audio path so this may not be too difficult.
