I asked Pål Bratelund (who now is at MQA):

"I remember that when you were at Tidal, you worked on loudness normalizing for MQA streams. I reckon that the loudness gain change data, merged with the user set playback gain, will be forwarded all the way to the DAC, so the original MQA stream can be decoded first and then the volume setting can be applied (before or after the DA). Am I correct in that?"

And he answered:

"You are right about your assumption. Loud norm data is stored in header of raw PCM and Bob has always been passionate about moving the correction ultimately out to an analogue gainer. Realistically the last digital one."

So that looks alright.
